While the initial economic case for the Metro Tunnel appeared strong, recent developments have cast doubt on its viability. The project's original business case assumed steady growth in train patronage, forecasting a doubling of weekday boardings by 2031. However, current patronage levels remain well below pre-pandemic figures, even with significant population growth. This stagnation has significant implications for the project's benefits, particularly its capacity to handle large numbers of commuters during peak times. The shortfall in patronage is estimated to be around 50% when compared to the original forecasts, raising questions about the project's economic viability. Adjusting the original business case for the cost blowout and reduced benefits, the project's net present value collapses, resulting in a benefit-cost ratio of just 1.06. This means that for every dollar invested, the state is now retrieving only 6 cents in surplus value. The Melbourne Metro Tunnel serves as a cautionary tale for heavy rail projects, highlighting the risks associated with over-reliance on pre-pandemic assumptions. If governments are serious about making working from home a permanent feature, they must reconsider their infrastructure ambitions and recognize the potential for reduced demand for mass transit. This reality exposes a fundamental contradiction in modern government policy, and it's time for a reevaluation of our infrastructure priorities.
